Sylwia is an expert in international cooperation focused on climate change and energy transition, with 15+ years of experience in the sector.
She has worked with municipal self-governments, ministries and NGOs, including for the Swiss, UK and Australian government administrations within international programmes
and policy. She cooperates closely with international city networks, especially Eurocities where she co-heads the Climate & Environment Team. She works with local authorities and the third sector across Europe, focusing on mentoring, capacity-building, peer-learning and promoting less traditional financing instruments to reduce cities' dependency on subsidies.
She was the first country expert for Poland for the European City Facility since its launch until 2024. Earlier, under the Swiss Enlargement Contribution, she had
supervised a portfolio of projects from the Environment and Infrastructure focus area worth 145 million Euro (from selection until completion). Those focused on decreasing
socio-economic disparities through installing solar systems in economically disadvantaged regions, improving access to public transport and removing hazardous waste for over
70,000 households in approx. 350 municipalities.
She is a member of the Polish Evaluation Society and a former advisor to the board of the Association of the Wisloka Basin Communes and member of the World Economic Forum's
Global Shapers programme. In 2025, she graduated from the 33rd edition of the School of Political Leadership (33SLP).
She has assessed applications for funding of total value of €155m+, designed and conducted 20+ monitoring missions and managed 6
communication campaigns (€1,500,000). She has trained 150+ international project coordinators and mayors across Europe in designing impactful projects, including Results-Based Monitoring and Theory of Change. She has directly worked
with 5 ambassadors and Trade Commissioners. She is a certified project & portfolio manager (Prince2 Practitioner, Agile, MSP Practitioner, MoP, MoCh). . .
